Eviction and Foreclosure Prevention
This program helps low and moderate income residents at risk of homelessness because they can’t pay back rent or past due mortgage payments. Some of the techniques include mediation, conflict resolution, and payments provided by a state funded rent-bank administered by the Connecticut Department of Social Services (DSS).
Individuals seeking help must have the following:
- Steady source of income.
- Ability to pay future rent/mortgage.
- Not paying more than 60% of income for rent/mortgage.
- Household income below 60% of the State Median Income.
- A short-term hardship which created the inability to pay rent/mortgage.
- An eviction letter, notice-to-quit, summons, or notice of foreclosure.
- A Landlord or bank willing to cooperate.
- Not received help in the past 18 months.

Housing Opportunities for People with Aids
The HOPWA Program provides rental subsidies and case management services for individuals and families with HIV/AIDS or related disease. The target population is persons infected with HIV/AIDS and who are homeless or at risk of homelessness. The Case Manager is responsible for: designing program protocols to follow CARC Quality Assurance Standards; conducting outreach, screening and tenant selection; and with residents: develop individual case plans, outline needs and develop goals and strategies to meet their needs. Shelter NOW
Shelter NOW is located in Meriden. In addition to Emergency Shelter services, Shelter NOW also offers a Transitional Living Program and a Supportive Service program for those infected with AIDS.
Emergency shelter services are provided to men, women, and women and children, who without this program, would be residing on the street. Seventy beds have been allocated for the Emergency Shelter Services.
The transitional living program provides housing to up to 8 men at one time. Services provided include: housing, coordination of community service, employment assistance, vocational training, medical referrals, counseling, substance abuse treatment/referral and recreational activities. Residency will be based on the individual achieving specific outcome measures. The case management services are provided by case managers and referred to collateral services for supplemental services. An evening meal is provided. Workshops, counseling sessions and AA/NA/CA meetings are held onsite at the shelter.
Supportive case management and support services are provided to 6 shelter residents who have AIDS/HIV. Specialized services include outreach to the community, support groups, comprehensive case management services and linkages with other supportive program providers.

Meriden Supportive Housing Project
The project provides rental certificates to the 3 homeless families infected/affected by HIV/AIDS at scattered site locations in Meriden. Self Sufficiency Case Managers assist the families in tenant/landlord mediation and educates the families about tenant rights and responsibilities. Please contact (203) 235-0278 for more information.
Greene-Gutridge Terrace
This 12-unit independent living facility is funded under the Housing and Urban Development Section 811 program for persons with disabilities. There are 10 one-bedroom units and 2 two-bedroom units. The units are for persons who are disabled under the HUD definition or chronically mentally ill under the HUD definition. The occupants will be charged no more than 30% of their annual income for their rental and the rent for the units will be based on Fair Market Rents as defined by HUD for the Waterbury area. Transitional Living Program
